Education:
Bachelor’s degree in any discipline or combination of disciplines.

Functional Responsibility:
Plans, directs, coordinates, and controls technical and administrative activities for an entire program. Plans and directs technological improvements and project management implementation. Manages a diverse group of functional activities, subordinate groups of technical and administrative personnel. Oversees the technology development and/or application, marketing, and resource allocation within program client base. Reviews and maintains the quality of technical work performed on the program. Makes technical judgments and provides advice on resolving technical problems. Ensures goals and objectives of program are accomplished within contract terms and conditions. Project Manager II

Experience:
10 years of experience in developing, specifying, managing, directing, controlling and executing simple to complex tasks, projects and programs. Demonstrated leadership and management skills commensurate with experience. Capable of managing multiple projects and exercising overall program management, or working as deputy to a customer program manager to the extent specified in the delivery order. May include experience as a subject matter specialist, engineer, administrator or technologist.

Education:
Bachelor’s degree in any discipline or combination of disciplines.

Functional Responsibility:
Manages multiple projects, manages and mentors two or more level 1 Project Managers, and may serve as the contractor’s single contract manager. Responsible for instituting effective project management processes and providing project management guidance and training for less experienced project managers or task leaders. Conducts periodic project reviews with clients to ensure high quality work is performed on the program. Able to perform any or all of the functional responsibility of Project Manager I and may serve as a backup to any Project Manager 1. May perform other duties as assigned.

Experience:

Functional Responsibility:
Serves as the contractor’s single contract manager. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Directs the performance of a variety of related projects that may be organized by technology, program or client. Program areas typically represent more than three functional areas that may include engineering, systems analysis, quality control, administration, etc. Develops cost, technical, and schedule baselines and controls program(s) accordingly. Establishes individual performance criteria, hires appropriate people and oversees their application. May perform some or all of the duties of Subject Matter Specialists, engineers, or technologists to the extent qualified and appropriate. Subject Matter Expert I

Experience:
Five years applied experiences in specific subject area of expertise which may include functional experience with relevant processes and ADP systems.

Education:
Bachelors Degree in a recognized technical, engineering, scientific, managerial, business, or other discipline related to area of expertise. An additional four years of relevant experience may be substituted for the Bachelors Degree.

Functional Responsibility:
Responsible for maintaining up-to-date expertise in a specific subject area in order to evaluate customer program objectives and requirements and provides expert advice for program and/or process improvements. Recommends changes and participates in discussion of the depth and breadth of topic coverage in specific subject area or program. Collects, reviews, filters, and validates program data used for program evaluation and analysis. Subject matter functional expertise may be provided in areas including but not limited to education, health care, financial management, security, legal, engineering, science, and information technology. Interfaces with client program and management personnel and is adept in oral and written communications.

Sr. Business Manager

Experience:
Six years of experience in a related field including supervisory or management experience.

Education:
Bachelor’s Degree in a recognized technical, engineering, scientific, managerial, business, or other related discipline. Graduate Degree is highly desirable. An additional two years of relevant experience may be substituted for the Graduate Degree. An additional four years of relevant experience may be substituted for the Bachelors Degree.

Functional Responsibility:
Supports the program and/or project manager in meeting the business management requirements of projects and acquisition. Four (4) years of documented relevant experience or an Associates Degree together with two (2) years of documented relevant experience may be substituted for the Bachelors Degree.

Functional Responsibility:
Analyzes project requirements in the areas of business management, financial management, program scheduling and other support requirements required for successful completion of a task. May include impact studies, cost/benefit analysis, contract management, acquisition support and project tracking methodologies. Responsible for supporting assigned projects in all aspects of project controls (cost, estimating, and planning/scheduling). Interfaces with Program and/or Project Manager and client representative(s) to establish the plan, schedule and budget for the assigned projects. Develops and maintains project estimates, project schedules, and basis documents. Responsible for the reporting requirements for assigned projects. Senior Systems Analyst/Project Leader

Experience:
8 years experience in developing, specifying, managing, directing, controlling and executing systems analysis and/or supervisory tasks. Possesses leadership and management skills commensurate with level of experience. Exercises sound judgment and problem solving skills. May include experience as a subject matter specialist, technologist, administrator or engineer.

Education:

Functional Responsibility:
Under the guidance of the Program Manager, will be responsible for the overall management of the specific task order(s) and insure that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems. Leads individuals based upon performance criteria, and hiring authority of others. Performs functions of subject matter specialist, engineer, or technologist where qualified and appropriate. Accountable for all aspects of project performance. Experience:
10 years relevant experience in media or television development. Must have 5 years senior management experience designing, creating and delivering complex media products.

Functional Responsibility:

Sr. Designer Programmer

Experience:
Four years relevant experience may be substituted for a Bachelor’s degree. Must possess 5 years experience in visual and aural manipulation and segment authoring. Must have expert level skills in Director, Flash, FinalCutPro, Quark and Illustrator.

Education:
A Bachelor’s degree in media or television development and 5 years design and management experience.

Functional Responsibility:
Lead electronic and print designer. Responsible to outline creative concepts and computer manipulation of information. Writes code, develops motion concepts and authors complex computer renders into visual and aural presentations. Manages and coordinated creative efforts including video, print, still and graphic elements and aural segments. Responsible to perform quality control and code integrity.

Sr. Videographer

Experience:

A Bachelor’s degree in media or television production with 5 years of experience. Four years of relevant experience may be substituted for a Bachelor’s degree.

Functional Responsibility:
Responsible to capture images and audio segments, both motion and still, in digital format for manipulation and editing. Location technical team lead person. Works with senior producer and senior creative director to insure formatting, subject capture and technical compatibility cross platforms.

Sr. Media Specialist

Experience:
A minimum of 3 years design and programming experience using Director, Flash and digital editing software.

Education:
A Bachelor’s degree in Media development or related field. Four years experience may be substituted for a Bachelor’s degree.

Functional Responsibility:
Designs, develops, debugs and programs complex digital presentations for electronic disseminations. Works with graphic designers and designers/programmers to create presentation segments. Works with minimum supervision to accomplish content design. Programs complex computer manipulated sequences to enhance communication of key message points.

Systems Analyst III

Experience:
5 years of IT industry experience, covering a combination of any of the following technologies: database, client/server, web, local area networking, wide area networking, e-mail systems, network management systems, and information systems security.

Functional Responsibility:

Senior Network Engineer

Experience:
8 years experience in designing, implementing, managing, and maintaining small to large scale networks including both LAN and WAN. Responsible for supervising or leading major network and systems integration projects as well as designing and implementing network management systems, information systems security, and network cable plant infrastructure. Experience in implementing and integrating office automation products and applications.

Education:
Bachelor’s Degree in a recognized engineering, scientific, technical, or business management discipline from an accredited college or university and a vendor certification such as Microsoft CSE, Cisco CCIE, Novell CNE, RCCD, etc.

Functional Responsibility:
Plans and performs network engineering research, design, development, and other assignments in conformance with network design, engineering and customer specifications. Supervises team of Network Engineers in designing complex network architectures from inception through project completion. Supervises and monitors all aspects of system design, implementation, and operation of the network to ensure optimum network system performance. Oversees the design, implementation, and maintainance of cable plants and architecture, communications transmission lines and all other attached devices. Works with the project manager in generating design documents and project implementation plans. Assist in the development of standards, policies, and procedures for effectively managing the network as well as identifying and implementing best practice solutions. Network Engineer III

Experience:
5 years experience in designing, implementing, managing, and maintaining small to large scale networks including both LAN and WAN. Participates in major network and systems integration projects as well as designing and implementing network management systems, information systems security, and network cable plant infrastructure. Experience in implementing and integrating office automation products and applications. May act as a Lead Network Engineer.

Education:
Bachelor’s Degree in a recognized engineering, scientific, technical, or business management discipline from an accredited college or university and a vendor certification such as Microsoft CSE, Cisco CCIE, Novell CNE, RCCD, etc.

Functional Responsibility:
Performs a variety of network engineering tasks, either independently or under supervision, which focuses on the design, integration, and implementation of LAN and/or WAN including hardware, software and support facilities and/or equipment. May supervise a team of Network Engineers in designing complex network architectures from inception through project completion. Performs design, installation, troubleshooting, and support of LAN/MAN/WAN hardware, software and applications.
